I understand you must be present in order to vote in GNA group elections (i.e.: Executive Board) as required by the VDD Bylaws.
I also understand that 'chapters' are not defined by VDD bylaws and are soley GNA Rules and Procedures.
If chapters already operate outside of the VDD bylaws, does anyone know why mail-in ballots can not be used for chapter elections?
